I have used two different ways of connecting to my ISP.
The original way was by running PPP directly, when I wanted to make a connection.
The way I used next was to let diald make the call whenever it perceived that some process wanted to connect to the Internet. I still use this method, but no longer with a modem.
Instead, I now use ISDN, with diald making and dropping the calls.
